Kiyovu Sports has established a clear governance framework for the leadership and day-to-day management of the organization through its Constitution, with the Executive Organ serving as the principal body responsible for implementing decisions, managing operations and advancing the Club’s strategic objectives.
The provisions governing the Executive Organ are set out in Section 3 of the Kiyovu Sports Constitution, providing a structured framework for leadership, accountability, integrity and effective administration.
The Executive Organ is composed of key leaders responsible for providing strategic and operational direction to Kiyovu Sports. Its composition includes:
President, who serves as the Legal Representative of the organization;
Vice-President, who serves as the Deputy Legal Representative;
Secretary General;
Treasurer;
Director of Technical Affairs; and
Presidents of Permanent Commissions.
The Director of Technical Affairs has a particularly important role in overseeing the Club’s technical and sporting activities, training programmes and broader sports development initiatives.
This structure is designed to ensure that the Club’s sporting ambitions are supported by strong administrative, financial and institutional leadership.
The Constitution establishes clear eligibility requirements for members of the Executive Organ, reflecting Kiyovu Sports’ commitment to responsible and ethical leadership.
All members of the Executive Organ must be effective members of the organization. Candidates for leadership positions must also meet applicable integrity and legal requirements.
For the positions of President and Vice-President, the Constitution requires candidates to be effective members of Kiyovu Sports, have a clean criminal record as prescribed by the Constitution, formally accept the responsibilities of office and not serve as legal representative in more than two other organizations.
Members of the governing organs must also meet minimum age and integrity requirements and must not have convictions for serious criminal offences, including offences relating to genocide, genocide ideology, discrimination, divisionism or sectarianism, subject to the legal exceptions provided for in the Constitution.
These requirements reinforce the principle that leadership at Kiyovu Sports carries not only authority, but also a significant responsibility to uphold the values and reputation of the Club.
Members of the Executive Organ are elected by the General Assembly from among effective members of Kiyovu Sports.
Each mandate lasts five years and may be renewed once, providing leadership continuity while also promoting periodic accountability and democratic renewal.
In the event that an Executive Organ member resigns, is removed by the General Assembly or dies during the mandate, a successor is elected by the General Assembly to complete the remainder of the predecessor’s term.
The Executive Organ is required to meet at least once every month, or whenever circumstances require.
Meetings are convened by the President. In the President’s absence, the Vice-President may convene the meeting.
To ensure meaningful participation and legitimate decision-making, meetings require the presence of at least two-thirds of the members of the Executive Organ.
The Constitution promotes consensus in decision-making. Where consensus cannot be reached, decisions are taken by an absolute majority. In the event of an equality of votes, the President’s vote carries additional weight, as provided for in the Constitution.
This framework enables the Executive Organ to respond efficiently to operational matters while maintaining collective responsibility.
One of the principal responsibilities of the Executive Organ is to ensure the effective day-to-day management of Kiyovu Sports.
Its responsibilities include implementing decisions and recommendations of the General Assembly and Board of Directors, ensuring the achievement of the Club’s objectives, managing administration and preparing strategic and operational plans.
The Executive Organ is also responsible for preparing annual activity and financial reports, submitting quarterly implementation reports to the Board of Directors and preparing budget proposals for consideration by the appropriate governing bodies.
Through these responsibilities, the Executive Organ serves as an important link between the Club’s strategic leadership and its daily operations.
Beyond routine administration, the Executive Organ has an important role in shaping Kiyovu Sports’ long-term development.
It is responsible for developing and implementing strategic and operational plans, proposing amendments to the Constitution and Internal Rules and Regulations, and preparing and organizing General Assembly meetings.
The Executive Organ also conducts negotiations relating to cooperation and financial agreements with partners and sponsors. This responsibility is particularly important as Kiyovu Sports continues to develop sustainable partnerships and strengthen its institutional and sporting programmes.
The body is further mandated to appoint members of Permanent Commissions and to recruit, appoint or dismiss personnel in accordance with applicable labour laws.
Sound financial management is a fundamental part of the Executive Organ’s responsibilities.
The Constitution requires the Executive Organ to open and manage bank accounts and ensure that the Club’s funds are transferred through licensed financial institutions in Rwanda.
It must also ensure that Kiyovu Sports does not spend more than 20% of its budget on overhead costs, unless the expenditure is justified in writing to the Rwanda Governance Board (RGB).
The Executive Organ is additionally responsible for submitting the Club’s annual activity and financial reports, together with action plans for the following year, to RGB within the first three months of each fiscal year.
Where there are changes to the Club’s name, Constitution, leadership or headquarters, the Executive Organ must notify RGB in writing within the period prescribed by the Constitution.
The Constitution also establishes a long-term record-keeping obligation. Kiyovu Sports is required to maintain, for at least ten years, documents relating to the use of its assets and profiles of members of its administrative organs.
This requirement contributes to institutional continuity, transparency and accountability, ensuring that important governance and asset-related records remain available for future reference.
The Executive Organ represents more than an administrative structure. It is a central pillar of Kiyovu Sports’ commitment to good governance, accountability, integrity and sustainable development.
By clearly defining the composition, eligibility requirements, mandate, meeting procedures and responsibilities of its Executive Organ, Kiyovu Sports seeks to ensure that leadership decisions are made within a transparent and accountable institutional framework.
The Constitution places particular emphasis on responsible management, financial discipline, compliance, strategic planning and the implementation of decisions adopted by the Club’s governing bodies.
As Kiyovu Sports continues to build for the future, this governance framework provides an important foundation for strengthening the Club both on and off the field—supporting sporting excellence while protecting the institutional values and legacy of one of Rwanda’s historic football clubs.
